I agree with you...
I've come to the conclusion that I need to replace the float. It's a foam style float and some of the outer layer is chipped off, exposing the porous material inside.
After I tore it down and the float was dried for a while, I hooked up the gas line direct to the one carb and I could pump it up without it leaking. In the time that it took me to bolt it back on the motor, I tried it again and it leaked out the throat of the carb and even shot out the economizer jet. I'm guessing that the float is absorbing some gas and not floating right...
The top carb isn't leaking, but I plan on buying two float and replacing both.
