From the 2014 Fishing Guide:
Enter, swim, wade, operate a boat or a float or floating device in any safety zone (the water area below any dam for a distance of 50 yards from base of the dam).
I wonder how this affects the folks that use those "dam boats" below Keystone? I think the key words are "floating device". Heck, this could apply not only to the "boat" they use to take their bait out into the corner, but the the strike indicator they use on the line.
At the same time, "floating device" could mean a balloon. And, "float" could very well mean any kind of bobber or strike indicator.
