Question about how many hooks in a Sabiki Rig?

Hi Kuk, Earlier today, I was out at Dick's, in Tulsa Hills (71st & US75). They had a three-pack of Sabiki rigs for sale. Each package had a leader, with 5 loop knots, and a hook on each loop. As I remember, the reg for the max number of hooks on a line is 3, trebles count as "one" hook, and lures (with multiple trebles) count as "one" hook. Is this packaged Sabiki rig illegal to use?

The general definitions regarding hook and line don't specify a max number of hooks per line. I have searched Title 800 and Title 29 with the term "hooks". The only relevant rules pertain to specific areas as follows: 800:10-5-6. Lakes, reservoirs, rivers and streams ... (h) Lakes Hefner, Overholser (including tailwaters downstream to NW 10th St.bridge) and Draper. Fishing is restricted to no more than three (3) rods or poles per person, with no more than three (3) hooks per line. No other fishing methods are allowed. (i) "Close To Home" fishing waters. Fishing is restricted to no more than three (3) rods or poles per person, with no more than three (3) hooks per line. No other fishing methods are allowed. ... Nothing in reference to quantity of hooks here... 800:10-3-4. General: hook and line, rod and reel (a) All waters of the state are open to taking game and nongame fish by hook and line attached to a pole or rod and reel, trotline, throwline, or other hook and line methods, except where closed by other provisions in this Chapter. (b) No person may use more than seven (7) poles or rods while fishing, unless provided otherwise by other provisions in this Chapter. Only one (1) pole or rod per angler is permitted while snagging. (c) The use of "Gaff Hooks", or the use of any other technique or device that severely injures the fish, to assist in landing paddlefish, is prohibited, except while bowfishing. There are rules regarding hook size, quantity, and usage in the Trout areas. 800:10-5-3. Designated trout areas As a side note- when Alabama Rigs first started hitting YouTube a few years ago, we talked about whether we had a multi-hook problem brewing. We concluded that it was legal. Therefore, unless you're in one of those special areas or fishing for trout, you're probably cool. Thanks for being on the lookout.
